RESOLUTION
It is announced for general information that
during the year 2017-2018, accumulations at the credit of subscribers
to the General Provident Fund and other similar funds shall carry
interest at the rate of 7.9% (Seven point nine per cent) w.e.f. 1st
April, 2017 to 30th June, 2017. This rate will be in force w.e.f. 1st
April, 2017. The funds concerned are:—
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

Encashment of accumulated leave allowed for Defence Personnel – Cabinet Approval for certain Defence Personnel Cabinet approves encashment of accumulated leave to certain Defence Services Personnel
Cabinet approves encashment of accumulated
leave to certain Defence Services Personnel who died or were invalidated
out while in service between 30 December 1991 to 29 November 1999 with
less than 15 years of service
The Union Cabinet chaired by the Prime
Minister Shri Narendra Modi has approved leave encashment up to 180 days
in respect of those Defence personnel who died or were invalidated out
of service between 30.12.1991 to 29.11.1999 with less than 15 years of
service.
The decision will benefit the families of
9777 Officers and other personnel of Defence Services who died or were
invalidated out of service during this period. This period is very
significant as a large number of causalities took place during the
Kargil conflict (“Operation Vijay”) and in counter insurgency operation
in J&K and North East during the period.

GPF Advance – Central Government Employees can apply for advance with self declaration – New GPF Rules – No documentary proof is required to be submitted for advance
The GPF rules liberalized the conditions for taking advance from the fund for education, illness and purchase of consumer durable with effect from 7 March 2017.
With effect from 7th March 2017, Government
has simplified and liberalized the conditions for taking advance from
the fund by the subscribers for education, illness, purchase of consumer
durable.

Resolving Anomalies in Disability Pension
The concerns raised by the Armed Forces with
regard to disability pension in the 7th Pay Commission are being
addressed. The 7th Central Pay Commission (CPC) recommended the

The provision that the withdrawal from National Pension Scheme is taxed to the extent of 60 per cent has been introduced into the Income Tax Act, 1961 (‘Act’) vide Finance Act, 2016 by inserting clause (12A) in Section 10 of the Act.

7th Pay Commission: Lavasa Committee expected to submit report this week, will allowances be hiked from May 1?
If the report receives Cabinet nod by end of the month, the allowances would be hiked from May 1
New Delhi, April 11: A
vast section of central government employees are disappointed over the
delay in allowance hike. Following the implementation of 7th Pay
Commission in July last year, the employees have been eagerly awaiting
the 23.5 per cent pay hike.

7th Pay Commission: After final meeting, Committee on Allowances to submit report this week
Central government employees may soon get a
good news regarding the 7th Pay Commission recommendations as the
Committee on Allowances is likely to submit its report to the Finance
Ministry this week. The Committee on Allowances, formed to look into the
provision of higher allowances as the 7th Pay Commission, held a final
meeting on Thursday. Though there is no clarity whether consensus were
reached, but the Committee on Allowances is expected to submit its
report to Finance Minister Arun Jaitley this week.
If media reports are to be believed, the
Committee on Allowances, headed by Finance Secretary Ashik Lavasa, will
submit its report to Finance Minister Arun Jaitley this week. A Finance
Ministry official also confirmed the report, speaking to Bloomberg Quint. Once
the Lavasa panel submits its report on higher allowances under the 7th
Pay Commission, a cabinet note will be moved in this regard and the
government is expected to approve it. Central Government employees have
been eagerly awaiting the hike in allowances as per the 7th Pay Commission since

In Thursday’s meeting, the Committee on
Allowances was apprised of 14 existing allowances given by Department of
Posts, Ministries of Railways and Defence. The panel had sought more
information as these allowances were left out by the 7th Pay Commission.
According to sources, the committee has taken a final view on these 14
existing allowances.
The 7th Pay Commission had recommended
abolition of 51 allowances and subsuming 37 others out of 196
allowances, which triggered resentment among central government
employees. To resolve the issue, the government has formed the
Committee on Allowances in July last year to look into the provision of
higher allowances other than dearness allowance under the 7th Pay
Commission. The Committee on Allowances was initially given four months
to submit its report. Later, this deadline was extended to February 22,
2017. The Lavasa panel is yet to submit its report to the Finance
Ministry.
